UNDP Indonesia and PPSDM KEBTKE Started The 3rd Batch Training for Off-Grid Solar PV Local Operators in Indonesia.

Eighteen local people, ten men, and eight women, from 12 remote villages in Central Kalimantan, West Sulawesi, and East Nusa Tenggara (NTT) arrived in Jakarta on June 1st, 2022. "I want to be a PLTS operator to help my village have sustained electricity access by ensuring its operations," said Yohanis Roge, one of the local operators from Gaura Village, NTT, before she departed from Tambolaka Airport. With this shared motivation, all operators were ready for a two-week training and certification program as part of PLTS operator capacity building by ACCESS Project.   

The United Nations Development Program (UNDP) and the Human Resources Development Agency of the Ministry of Energy and Mineral Resources (BPSDM ESDM) held the third batch of training and certification in the management of centralized solar power plants (PLTS) for 18 local operators from 12 remote villages in the three Provinces. The project conducted this training to prepare residents to operate and maintain communal solar power plants independently.

In the previous two batches, 30 local operators, 16 men and 14 women, from Southeast Sulawesi, Central Kalimantan, and West Sulawesi were trained and certified. This third batch of training then concludes a series of training and certification for local operators as part of the Accelerating Clean Energy Access to Reduce Inequalities or ACCESS project, which is carried out to provide electricity for at least 20,000 people and clean water for 5,000 people in Indonesia and Timor-Leste. This project is a partnership between UNDP Indonesia and the Ministry of Energy and Mineral Resources (MEMR) with funding support from The Korea International Cooperation Agency (KOICA), implemented from 2020 to 2023.

In the training opening on June 2nd, 2022, Dr. Aretha Aprilia, Head of the Environment Unit of UNDP Indonesia, remarked on the availability of competent local operators to guarantee service sustainability. "Their participation is key for the affordable, reliable, and sustainable electricity services." The project reflected UNDP's concern for environmental issues. "To support Indonesia in maintaining and managing the country's rich environment, including Indonesia's vast marine and terrestrial biodiversity, through various policies, programs, and projects, including the ACCESS Project." Said Ms. Aprilia.

Laode Sulaeman, Head of PPSDM KEBTKE, stated that the training would contribute to the universal provision of electricity for Indonesian people and achieve the national electrification targets. "These two targets are essential, and local operators are at the forefront of PLTS sustainability in villages to continue to use energy; therefore, capacity building and standards are critical."

The Center for Human Resources Development for Electricity, New Energy, Renewable Energy, and Energy Conservation (PPSDM KEBTKE) holds this third training batch at Ciracas, East Jakarta, from 2- 15 June 2022. The training will involve trainers and lecturers from the Ministry of Energy and Mineral Resources, BRIN, USAID-SINAR, BUMDes Bersinar Desaku, and certification by PPSDM EBTKE.

"Besides having in-class and practical training on the PPSDM campus, the participants will do the site visit to 25 kWp and 50 kWp PLTS units in Tunda Island, Banten Province, to have hands-on experience in operating and maintaining a PLTS system, and end with certification on June 14-15, 2022." Added Imas Agustina, Technical Officer of Capacity Building of The ACCESS Project. During the training, they will learn the power standardization, basic knowledge of Solar-PV Power Plants, electricity measurement, and the off-grid Solar PV power plant operation, including safety, procedures, and troubleshooting.
