
Difference between SPPL, UKL-UPL and AMDAL documents for PLTS Environmental Permits
Planning for the development of Solar Power Plants (PLTS) based on environmental management should be in accordance with Government Regulation (PP) and regulations mandated by the Ministry of Environment and Forestry (KLHK). According to Government Regulation Number 22 of 2021 concerning the Implementation of Environmental Protection and Management, environmental documents consist of three types: Statements of Environmental Management and Monitoring Capability (SPPL), Environmental Management Efforts and Environmental Monitoring Efforts (UKL-UPL), and Environmental Impact Analysis (AMDAL).[1]
The required environmental permit documents depend on the type of business plan and/or activity being carried out. The table below outlines the criteria for each type of environmental permit document in the planning of PLTS development.

Currently, environmental permit guidelines refer to Minister of Environment Regulation (Permen LH) No. 16 of 2012 (for the Central/Regional Government) and Minister of Environment and Forestry Regulation (Permen LHK) No. P.26 of 2018 (for private developers/business operators). The preparation of environmental permit documents is adjusted to the capacity of PLTS, whether to prepare SPPL, UKL-UPL, or AMDAL, as indicated in the table above.[2]
As the Proyek ACCESS UNDP is building PLTS with a capacity of less than 1 MWp, an SPPL document is required before the construction of PLTS is carried out as a statement of the commitment of the activity initiator to manage and monitor the environmental impact of the activity.
